Methodology

How we count

FEC filings through August 31, 2026; data updated October 20, 2026.

Each member's total is the sum of (1) contributions to their campaign from the tracked pro-Israel committees listed in Appendix A (earmarked contributions count for AIPAC PAC, NORPAC, DMFI PAC and Pro-Israel America PAC; JACPAC, U.S. Israel PAC and the regional PACs count direct contributions only), and (2) independent expenditures those committees reported supporting the member. Amounts come from each committee's own reports to the Federal Election Commission, using the latest amendment of each report, for the 2016 through 2026 election cycles. Money is assigned to an election cycle by each line's election code, not its transaction date.

The list of tracked committees is our judgment, based on each committee's stated mission and giving pattern. It is not an official FEC category. Committees we reviewed and left out are listed in Appendix B.

Voting scores are computed from the official roll calls listed in Appendix D, using the rules in Scoring rules.

Money

Three kinds of money, never mixed

  • Contributions to the campaign. Contributions from the tracked PACs. For AIPAC PAC, NORPAC, DMFI PAC and Pro-Israel America PAC this includes earmarked contributions: donations from individuals that the PAC collects and forwards to the candidate. JACPAC, U.S. Israel PAC and the regional PACs count direct contributions only. This is money the campaign received. Source: Schedule B, line 23 (memo items excluded).
  • Independent expenditures supporting the candidate. Ads, mail and phone calls paid for by United Democracy Project and other tracked super PACs. The candidate never receives this money. It is counted in totals but always shown separately on each member's page. Source: Schedule E.
  • Spending against a candidate. Never added to anyone's total. It is shown on the entry of the person it opposed.

Gifts sent through AIPAC PAC are counted once. When a tracked PAC sends a gift through AIPAC PAC as a conduit, the gift is counted once, for the PAC that gave it. AIPAC PAC’s own line for the same gift is listed in the downloadable ledger as not counted, so no money is added twice. Since about December 2025 AIPAC PAC has filed some of these gifts under the name of an officer of the sending PAC instead of the PAC. Such a line is paired with the PAC’s own gift when the person is linked to the PAC (its treasurer, or a giver at the PAC’s address), the recipient and amount match within 60 days, and either the PAC’s line says it went through AIPAC PAC or AIPAC PAC’s receipt gives the PAC’s address. Our checks stop a release when a line like this is left unpaired until it has been reviewed against the recipient’s own report.

Each counted gift is checked against who was paid. Every counted gift is compared with the name the filer typed for the recipient, and that name has to match the member (or one of their committees). A gift the FEC files under one candidate but that was paid to another candidate’s campaign is credited to the campaign that received it, or left out if the site does not track that campaign. Refunds from a campaign are subtracted from the PAC’s gifts, and a void is moved to the PAC that gave the gift only when it cancels a matching gift. A line that does not match is held back until a person has checked it against the recipient’s own report.

Kept separate and never added to totals:

  • Donor network. Individuals who gave to AIPAC PAC or United Democracy Project, and what those same people gave directly to each Democrat's campaign (2021–2026). People are matched by last name, first name and 5-digit ZIP code. Checking employer, occupation and address details we didn’t use for matching, we estimate that about 1–3% of matched donors may be a different person with the same name and ZIP code: a separate October 2026 check of 100 randomly chosen matched donations found no clear mismatch (94 were the same or very likely the same person; 6 couldn’t be told either way). Matches where the two records give conflicting middle initials or Jr./Sr. suffixes are rejected. Earmarks already counted above and duplicate entries from amended reports are excluded. Counts under 5 are shown as “fewer than 5.” No donor names are published, except the billionaires’ totals on the Billionaires page.
  • Weapons makers' PACs (Appendix C), shown for context next to arms-sale votes.
  • Industry PACs (Appendix C2): contributions to the member’s campaign from the PACs of drug makers, health insurers, oil and gas companies, gun makers and gun-rights groups, banks, finance and insurance companies, tobacco and vaping companies, and labor unions, from the FEC’s committee-to-candidate bulk files (memo items excluded), every cycle since 2016; a PAC whose refunds equal or exceed its gifts is not listed. A PAC is listed when its company’s or group’s main business is the industry; labor unions are every PAC the FEC itself codes as a labor organization’s. Each PAC’s total for each member, with a link to the FEC’s list of the payments, is in industry_pacs.csv in the data download.
  • Indirect UDP and DMFI money. Spending for or against a candidate by PACs where United Democracy Project or DMFI PAC supplied at least 10% of itemized receipts, shown with that share and marked as a small share when it is under 15%. Their transfers to other super PACs are not attributed to candidates. Only UDP-funded PACs count toward the 2026 scoreboard's spending test; DMFI-funded PACs are shown on profiles and in race notes. Money two steps removed (a PAC funded by a PAC that UDP funded) is described in race notes only.
  • Affiliated committees. Money sent to a member's joint fundraising committee or leadership PAC, listed when the FEC or the committee's name ties it to the member. Only money to a member's own campaign committee counts toward their total; these lines are also listed in the downloadable ledger as not counted.
  • Crypto and AI super PAC money, shown on the Beyond AIPAC page.

Money given to party committees (such as the DCCC) cannot be tied to one candidate and is not counted.

Committees reviewed and excluded

Committees that appear in some pro-Israel PAC lists but are not counted here.

Committees reviewed and excluded
CommitteeFEC IDReason
J Street PAC–Takes a different policy position (supports conditions on aid to Israel); not part of the AIPAC-aligned network.
Republican Jewish Coalition–Gives to Republicans; this site tracks Democrats.
PAC to the FutureC00344234Leadership PAC of Rep. Nancy Pelosi; its giving is general party support.
Hudson Valley PAC (now registered as Stop MAGA PAC)C00549014No pro-Israel mission found in its filings. Its $454,600 to Democrats (2016–2022) went mostly to swing-district members such as Reps. Sean Patrick Maloney, Chris Pappas and Steven Horsford, a general party-support pattern. It has since renamed itself Stop MAGA PAC.
NatPAC 1947C00710772No pro-Israel mission confirmed from its filings. Small: $28,100 in 20 contributions (2020–2024), mostly to Congressional Black Caucus members. Counting it would add at most $5,600 to any one person.

Health insurers: Health insurance companies and their trade group (AHIP). Oil and gas: Oil and gas producers, refiners, pipeline and LNG companies, oilfield services, and their trade groups. Gas utilities are left out. Gun makers and gun-rights groups: Firearm makers, their trade group (NSSF) and gun-rights PACs. Gun-safety PACs are not in this group. Banks, finance and insurance: Banks, credit unions, investment and private-equity firms, exchanges, card networks and lenders, credit bureaus, life, property and crop insurers and insurance brokers, and their trade groups. Health insurers are their own group; real estate, title companies and accounting firms are left out. Tobacco and vaping: Cigarette, smokeless-tobacco and e-cigarette makers. Labor unions: Every PAC the FEC lists as a labor organization's (committee master file, organization type L) that has given a current Democrat anything since 2016. Picked by the FEC's code, not by hand. Committee names are the FEC's; the unions that appear among a member's five largest are given their common names.

Votes

Scoring rules

  • A member's score in each category is the share of their votes cast for the scored position.
  • Categories are averaged equally, regardless of how many votes each contains. The score is therefore an average of categories, not the share of all listed votes: 8% on Israel & Gaza and 100% on war powers average to 54%. Each category’s share is rounded to a whole percent first, and the average of those is rounded again (halves to the nearest even number), so a score can differ by one point from the exact average: 33% and 100% give 66%.
  • When a category is left out for having too few votes, the score is labelled with the categories it covers (for example “war powers only”) everywhere it appears, including tables and downloads (voting_score_areas). A 100% covering war powers only says nothing about the member's Israel & Gaza votes.
  • A category counts only when the member cast at least 2 votes in it.
  • “Present” counts as half. Missed votes are excluded.
  • No score is shown for members with fewer than 3 scored votes cast.
  • A score is flagged “limited record” when the member cast fewer than 3 Israel & Gaza votes.
  • Non-voting delegates have no voting score.
  • Senate and House scores are not directly comparable. A senator's score rests mostly on Senate arms-sale votes and on two war-powers votes on which nearly all Democrats voted alike; senators first elected in 2024 have no civil-liberties votes on the list. Read senators' per-category scores alongside the overall score.
  • On H118-692, 92 Democrats voted Present, which counts as half under the rule above.
  • Each roll call counts separately, so a few decisions appear more than once: ICC sanctions (House and Senate), the Iran war-powers resolutions, and Senate arms-sale disapprovals voted on the same day.

Each vote's reason for its scored position is listed in Appendix D.

Close votes left out, and why.

  • H119-561 (Jun 2026, first Lebanon war-powers resolution, H.Con.Res. 84; Democrats 91 yes, 117 no, 2 present). Democratic leadership opposed it in favor of the later H.Con.Res. 108, which is scored (H119-592). Scoring both would count one decision twice and mark down members who voted for the second resolution.
  • H118-756 (Feb 2024, Israel-only aid bill, H.R. 7217; Democrats 46 yes, 167 no). Most Democrats opposed it over its cut to IRS funding, so it was not a clean vote on aid. The April 2024 aid bill (H118-870) is scored.
  • Arms sales to other countries (Turkey, Feb 2024; Qatar and the UAE, Jun 2025). The arms-sale votes in this score are about Israel only.

Travel

AIPAC-funded trips

Trips paid for by the American Israel Education Foundation (AIEF), AIPAC's charitable affiliate, as reported on members' own House gift-travel disclosures from 2017 onward. Each trip links to the filing. 2017–2019 filings come from House scans archived by the University of Maryland's Howard Center. Trips taken only by staff are not counted.

Senate trips: from 2022, every post-travel form Democratic senators filed for their own trips in the Senate's gift-travel database was read. For 2017–2021, which that database no longer keeps, about 2,200 archived copies of the official forms on the Internet Archive were read (marked secondary, like the House scans); the archive is thin for 2020–2021, so Senate trips in those two years may be missing.

Elections

The 2026 race on each profile

Members whose seat was up in 2026 show everyone who was on their 2026 primary ballot, with votes and share, taken from the certified or official results of the state (or county) election office, which each profile links. In top-two primaries (California, Washington) every candidate on the ballot is listed, whatever their party; runoffs are shown as a second round. A candidate is listed only if they were on the ballot: people who filed with the FEC but never qualified are not. Shares are as the official results give them, or computed from their vote counts; states differ on whether blank ballots and write-ins count, so shares can differ slightly from news reports.

Below the primary, the profile names the member’s November 3 opponents (from state candidate lists) and the race rating: the average of up to seven nonpartisan forecasters, with their range (how it is computed). Primary challengers get a link to their campaign website and FEC filing at most, never a Donate or Volunteer button: their 2026 race is over, or is against the member shown. A tag shows any money the tracked PACs gave to or spent for or against a challenger, from the same FEC ledger as everything else.

Published for 207 members so far; 2 more appear once their official results exist and are checked (Louisiana’s House races are decided on November 3 and in December runoffs).

Governors

Governors: state campaigns

Federal PACs, including AIPAC PAC and United Democracy Project, can’t give to governor races, so governors’ totals only include money from a past run for Congress. For governors we instead show a state donor network: what people who also gave to AIPAC PAC or UDP gave to the governor’s own state campaign committees, using each state’s public campaign-finance records and the same name-and-ZIP matching rule as for Congress. It is shown separately and never added to any total.

Only itemized contributions from individuals are included (small gifts below each state’s itemization threshold aren’t itemized, so these are undercounts). Ballot-measure, inaugural and officeholder accounts are excluded. Each state’s parser is checked against figures the campaign or news outlets published. No donor names are published (the one exception is the Billionaires page, totals only), and counts under 5 are shown as “fewer than 5.”

States covered so far: AZ, CA, CO, CT, DE, HI, IL, KY, MA, MD, MI, MN, NC, NJ, NM, NY, OR, PA, RI, VA, WA, WI.

Not covered: KS. Kansas's public contribution search leaves out donors' ZIP codes and stops in March 2022; the full reports exist only as scanned PDFs. Getting usable records means a records request or transcribing scanned reports.

Not covered: ME. Maine's public search shows donors' names but not their ZIP codes, and it offers no download for 2018-2022, so donors can't be matched reliably. Getting the full records means asking the state Ethics Commission for them.

Caveats

Known limitations

  • The split between earmarked and direct AIPAC PAC money follows how AIPAC PAC's reports label each contribution, rounded to whole dollars like every figure.
  • Donor-network matching uses name and ZIP code, so some matches may be different people with the same name.
  • Senate trips in 2020–2021 are only partly covered (few archived forms). Senate stock trading is shown as the number of reports filed (from efdsearch.senate.gov), not individual trades.
  • Governors' money is tracked only if they served in Congress; these PACs give only to federal candidates.
  • The ZIP code finder uses Census ZIP Code Tabulation Areas, which approximate ZIP codes, so a lookup can be off for some addresses.
  • Money data is refreshed about once a month, after the FEC's monthly reports are due (around the 20th). Corrections, new pages and updates to votes, race ratings and results are published between refreshes and dated in the change log. Recent activity may not appear until the next refresh.
  • Being backed by these groups is a public fact; it does not show that a member's votes were caused by the money.

Accuracy

How we check the data

Every build runs automatic checks that stop publication if anything fails: each published total (in whole dollars) must equal the sum of its parts and agree with the transaction ledger within the $1 of rounding, every figure and vote written into a page must match the data, every person must have a stable ID in every download, every 2026 result must link an official or AP source, scored 2026 races must meet the spending rule, and the ballot-access guide is screened for unsourced notes. Before every publication, an automatic FEC cross-check re-reads from the FEC every contribution, ad and refund line behind the totals for the people with the largest totals and a rotating sample of others, and publication stops if any line is missing, extra or different. Beyond those automatic checks, these are re-checked against the original records before each release:

  • Votes: all 56 scored votes and every Democrat’s recorded vote, checked against the official House Clerk and Senate roll-call XML.
  • Trips: all trips checked against their filings (traveler, sponsor, dates, member’s own cost).
  • Money: every deploy compares the ledger with the raw FEC filings in both directions (every filed line is in the ledger, and every ledger line is in a filing), re-reads the largest totals and a rotating sample of other people from the FEC, and checks the crypto and AI figures against FEC independent-expenditure records.
  • Stock trades: filing counts, trade counts and value ranges re-counted from the House Clerk’s records.
  • 2026 races and statuses: every primary date, winner and vote share re-checked against the state’s official results (certified canvass or official results page), which are linked with each race. Two exceptions: the Texas races are checked against the official county canvasses (Texas posts its statewide results only on a site that blocks automated reading), and Virginia’s party-run 2025 firehouse primary has no official count, so only its winner is shown, as called by the Associated Press (labelled on the 2026 page). Vote shares are of all votes cast for candidates in the contest (the party’s primary; in California’s top-two primaries, every candidate on the ballot), write-ins included where the state counts them, rounded to one decimal. Every member’s retiring/lost/leaving status was checked against announcements.
  • Run in 2028: every state’s ballot-access rules checked twice against statutes and official candidate guides.

What these checks found and fixed is listed in the change log.

Accuracy

Corrections to filed data

Known coding errors in FEC filings are corrected line by line. There are currently 15 such corrections, each with its reason:

  • JACPAC (C00139659), January 12, 2026, $500, filed as +$500 in the filing; -$500 in the FEC's processed data, treated as the filed amount: JACPAC's February 2026 monthly report (filing 1949473) itemizes one direct contribution to Dan Goldman for New York on Jan 12, 2026: transaction SB23.67965, +$500, not a memo line. The FEC's processed data lists the same transaction as -$500. The report's summary page, both as filed and in the FEC's own processed summary, gives $500 of contributions to federal candidates (Line 23) for the month, and its disbursement and cash-on-hand totals add up only with +$500. SB23.67965 is the only such contribution in the report, so -$500 is a processing error and the line is counted as +$500. · line: filing 1949473, transaction SB23.67965 · evidence: JACPAC February 2026 monthly report, summary page (Line 23: $500) · evidence: FEC processed report summary for this filing (contributions to federal candidates: $500) · evidence: FEC processed Schedule B line (-$500). It is one gift to Sykes, keyed to the wrong committee ID in the PAC's report, so it is counted once, for Sykes. The payee field of the line reads "Gallagher, Michael John", a third name; Sykes's own receipt and AIPAC PAC's conduit line both show the money reached Sykes, so the payee field is a filing error (reviewed under the payee-name guard, ADR-0025). · line: filing 1846217, transaction SB23.10312 · evidence: To Protect Our Heritage PAC report, transaction SB23.10312 · evidence: Emilia Sykes for Congress report: the $5,000 earmarked receipt (transaction 6870948) · evidence: AIPAC PAC report: the conduit line to Sykes (transaction BF2498A091B594A6F9AD).
