PRIMARY DEMOCRATS: DATA DOWNLOAD Pro-Israel PAC money and Democrats in Congress https://primarydemocrats.com/data.html FEC data through August 31, 2026. Files generated October 20, 2026. Covers every Democrat serving in the House and Senate, the two independents who caucus with them (Sens. Bernie Sanders and Angus King), and all Democratic governors. Money from AIPAC PAC, its super PAC United Democracy Project (UDP) and allied pro-Israel PACs, 2016 through 2026 election cycles (January 2015 through August 31, 2026), plus a voting scorecard, AIPAC-funded trips and 2026 primary results. SUGGESTED CITATION Primary Democrats, 'Pro-Israel PAC money and Democrats in Congress,' primarydemocrats.com, data through August 31, 2026. FILES people.csv (288 rows) One row per person: money totals by source and cycle, separate (not-totaled) money, voting scores, trips, positions and a profile link. votes.csv (7160 rows) One row per person per scored roll-call vote, with how they voted and a link to the official roll call. races_2026.csv (42 rows) One row per candidate in each 2026 Democratic primary on the 2026 page (18 scored races and 6 where the tracked groups only gave contributions), with tracked money for and against. trips.csv (119 rows) One row per AIPAC-affiliated (AIEF) trip reported on House and Senate gift-travel filings (2017 on), linked to the filing or an archived copy of it. money_ledger.csv (69055 rows) One row per FEC-filed line behind the money totals (filing and transaction IDs, how each line was counted, and any correction). Adds up to the totals in people.csv (which are rounded to whole dollars, so within $1). No donor names. industry_pacs.csv (24300 rows) One row per person, industry PAC (drug makers, health insurers, oil and gas, guns, banks/finance/insurance, tobacco, labor unions) and receiving campaign committee: the total, how many FEC lines, and a link to the FEC's list of those payments. Adds up to the industry_pacs_* columns (PACs that refunded as much as they gave are listed but not counted). Separate: never part of the pro-Israel totals. primarydemocrats-data.zip All of the above plus this README in one file. FORMAT Comma-separated, UTF-8 (with a byte-order mark so Excel reads accented names), first row is the header. Money is in whole US dollars (money_ledger.csv: dollars and cents as filed), net of refunds the groups reported. Lists inside a cell are separated by semicolons. yes/no columns are blank where they do not apply. Join files on person_id, which every file has and is never blank for a tracked person. Do not join on bioguide: it is blank for governors who never served in Congress. SOURCES - Money: each PAC's own reports to the Federal Election Commission (latest amendment only): Schedule B contributions (including earmarks; memo items excluded) and Schedule E independent expenditures. JACPAC, U.S. Israel PAC and the regional PACs from FEC bulk files plus the FEC's itemized Schedule B rows the bulk files leave out (direct contributions only; credited to the candidate whose committee received the money). Only money to a member's own candidate committee(s) is counted; a line is credited only if the payee name the filer typed matches the credited person or their committee. Donor network, crypto, AI and weapons-PAC money from the same FEC filings. - Votes: Voteview roll-call data, checked against the official House Clerk and Senate roll calls. - Co-sponsorships: congress.gov (119th Congress). - Trips and stock-trade reports: House Clerk disclosures (gift-travel filings and periodic transaction reports). Senate trips 2022 on from Senate gift-travel forms (Office of Public Records). 2017-2019 trip filings from House scans archived by the University of Maryland Howard Center. Senate stock-trade figures are report counts from efdsearch.senate.gov (Beyond AIPAC page and people.csv only). - 2026 primary results: official state results and news reports linked in races_2026.csv. - Full method: https://primarydemocrats.com/methodology.html TRACKED COMMITTEES AIPAC PAC (C00797670), United Democracy Project (C00799031), DMFI PAC (C00710848), NORPAC (C00247403), Pro-Israel America PAC (C00699470), Pro-Israel America Action Fund (C00740936), JACPAC (C00139659), U.S. Israel PAC (C00127811), and the regional pro-Israel PAC network: Washington PAC, Desert Caucus, Heartland PAC, Maryland Association for Concerned Citizens, Citizens Organized PAC, To Protect Our Heritage PAC, Mid Manhattan PAC, Friends of Israel PAC, Bi-County PAC, Grand Canyon State Caucus and Committee for Israel PAC. AIPAC PAC was created in December 2021 and UDP in 2022, so their money starts then. CAVEATS (read before publishing) - Totals include only money tied to one candidate: contributions to the campaign (direct and earmarked) and independent spending supporting them. Spending AGAINST a person is shown separately and never added to their total. Money to party committees (like the DCCC) is not counted. - Columns marked SEPARATE are never included in total_pro_israel_pac: indirect UDP money (spending by super PACs UDP funded), the AIPAC donor network, money to affiliated committees (joint fundraising and leadership PACs), weapons makers' PACs, industry PACs (industry_pacs_* columns and industry_pacs.csv: drug makers, health insurers, oil and gas, guns, banks/finance/insurance, tobacco, labor unions), and crypto and AI super PAC money. Do not add them to the totals. - Donor network: individuals who gave to AIPAC PAC or UDP are matched to direct campaign donations by name and ZIP code, so a few matches may be different people with the same name. Earmarks already counted and duplicate entries from amended reports are excluded. For the donor network only totals and donor counts are published. No donor names are in these files (money_ledger.csv has one row per earmarked contribution, without the donor's name). - The split between AIPAC PAC earmarked and direct money follows how AIPAC PAC's reports label each contribution; the two add up to aipac_pac_total. - Amounts are rounded to whole dollars separately, so the per-cycle columns (or aipac_pac_total + udp_support) can differ from the matching total by $1. - Voting scores: "present" counts as half; missed votes are excluded. Scores based on fewer than 3 scored Israel votes are flagged in voting_limited_record. Scores cover only the votes in votes.csv. Scores are category-weighted: the share for each area is averaged equally, so a score is not the share of all listed votes; voting_score_areas says which areas count. - money_ledger.csv lists every filed line behind the totals, so each total can be rebuilt from FEC filings: sum amount where counted_in_total = yes, by person_id. In a few cases a void with no usable election code leaves a negative cycle; the site nets it against an earlier cycle of the same PAC, so per-cycle sums from the ledger can differ slightly from the pro_israel_ columns, while the totals match to within $1 (totals are rounded to whole dollars). The code that builds the totals is pipeline/agg2.py; corrections to filed lines are listed in the ledger's adjustment column and on the methodology page. Rows with kind = excluded are listed but not counted: a tracked PAC's own line for a gift it sent through AIPAC PAC (counted once, on AIPAC PAC's conduit line, for the PAC that gave it), earmarked lines of PACs credited from FEC bulk data, and money to a member's leadership PAC, a joint fundraising committee, a party committee or another recipient that is not their candidate committee (the leadership PAC and joint fundraising lines are shown separately on the profile as affiliated committees). - Governors appear because they are Democratic officeholders; these PACs give only to federal candidates, so a governor has money only from an earlier run for Congress. COLUMNS people.csv person_id: Stable ID for the person (name + state, e.g. abigail-spanberger-va). Never blank. Use this to join the files; it is also the profile page name. name: Full name as listed by Congress (or the governor's office). party: Democrat or Independent (Sens.
